This CCX itself was modified to permit the addition of the L3 cache chip on top of the CCX without exceeding the vertical height of a standard CCX. Quite simply, AMD does so much more with far less power than either of the competing flagship processors, and you don't have to accept lower performance as a tradeoff.
Though AMD has put significant work into overcoming the negative effects of 3D V-Cache, it’s important to note that it still hasn’t overcome all of them—nor is it likely that the company ever will. That means the 7950X3D’s ratings are 68W lower than the 170W/230W rating for the standard 7950X, which will have an impact on heavy work. When one of these chips hits its max safe operating temperature, it doesn't crash but instead throttles the thermals back to prevent the CPU from being damaged. WIth CPU sets I recommend setting up some rules under Options > CPU > CPU Sets inside Project Lasso. For starters, there is obviously 3D V-Cache on the 7950X3D, which slaps a extra slab of cache memory across one of the compute dies in the chip package, adding 64MB L3 Cache to the already substantial 80MB that the 7950X had. The first-gen 3D V-Cache chip gave AMD a lead over Intel’s competing processors, cementing it as the go-to chip for gamers, but it suffered in some productivity apps due to a limit of eight cores and its relatively low boost frequency. The innovative 3D-stacked design is an engineering feat, but results in reduced performance in some productivity apps and doesn’t accelerate all games.AMD’s Collaborative Processor Performance Control (CPPC2) interface already ranks the fastest cores as the highest priority, enabling the OS to schedule threads into these ‘preferred’ cores first. Even though they come with 8, 12, and 16 cores, AMD’s Zen 4 3D V-Cache processors all have a base TPD of 120W and a max 162W PPT. It is notable, though, that Intel’s 12th Generation ("Alder Lake") CPUs that top out at DDR5 4,800MHz also have greater bandwidth between the processor and RAM.
These two chips tie in other tests as well but, in F1 22, the Ryzen 9 7950X3D holds a decisive advantage over its similarly named counterpart while also narrowly passing the Intel competition. When all of the cores are in use, however, the max clock speed is reduced, which is a standard operating procedure on all modern-day AMD and Intel processors. Stress testing tools like Cinebench R23 push the processor to its engineered limits in terms of power use and operating temperature, and I use these to make sure that every chip is pushed to full 100% CPU utilization under load to determine the minimum and maximum amount of power the processor uses (measured in watts) and the minimum and maximum temperature recorded (measured in Celsius). Why would you get better performance by turning off a CCD than having Windows park all the cores on that CCD? By having one of two CCXs without 3D V-Cache on the Ryzen 9 7950X3D, AMD is able to work around this issue somewhat.
