Then place a damp cloth over the top and iron to bond the tape in place. Make a circle for the halo with the pipe cleaners, and hot glue it onto a headband. You can do this with a sewing machine if you have one, but for a no-sew option use some Wonderweb (also called Wundaweb), or a similar hemming tape.
